Research Topic: Collaboration in Energy Policy-Making and Electric Utility Regulation

Henry's research documents three cases of energy policy-making processes occurring under the authority of New Hampshire's Public Utility Commission. The cases, relating to energy efficiency optimization, electrical grid modernization, and the valuation of solar photovoltaics and other distributed energy resources, illustrate the evolving role of energy regulators as they strive to keep pace with technological and economic forces driving innovations in the electrical system. Through attendance and observation of these processes and interviews with stakeholders participating in policy design, this research helps contribute to an understanding of how energy policy decisions are made with the intent of illuminating potential areas in which the process can be improved upon to further optimize outcomes.
